Pavel Fedorov lives in Manila, where he is the co-founder and Executive Chairman of Salmon. The technology-centric bank empowers customers to obtain access to credit and other financial services in Southeast Asia.

Pavel’s professional journey has been marked by experience in the financial services, fintech, investment banking, energy, and mining industries. From 1997 to 2009, Pavel worked at Morgan Stanley London, primarily in the European telecommunications, media, and technology divisions before later directing the company’s endeavors across Eastern Europe and Central Asia.
Following his time at Morgan Stanley, Pavel acted as an executive at a number of London Stock Exchange-listed companies, driving strategic transformation for these organizations.
In 2021, Pavel joined one of the world’s largest and most profitable digital banks, Tinkoff. As co-CEO, Pavel spearheaded the bank’s international expansion and growth. Pavel departed from Tinkoff in Q2 of 2022 to establish Philippines-based fintech company, Salmon.
An Edmund Muskie Fellow, Fedorov is a University of Washington graduate with a MBA in Finance and BSc in economics from Novosibirsk State University.
